Colorado Energy Office - Alt Fuels Colorado Grants  - Congestion Mitigation and Air Quality (CMAQ) Program Funding for Fueling Infrastructure

This grant program provides funding for CNG and co-located Propane and Electric Fueling Infrastructure and encompasses the entire state.  Three rounds of funding have already occurred.  Additional rounds will continue through 2017 or the money is expended. Regional Air Quality Council (RAQC) - Alternatively Fueled Vehicles Grants

This grant provides incentives to offset up to 80% of the incremental vehicle cost of CNG, propane, or EVs in non-attainment areas.  The grant application is open to both public and private fleets. There will be several rounds of funding per year. The grant is currently closed.

ELIGIBILITY

Public, non-profit and private fleets domiciled in or near the Colorado ozone nonattainment and/or carbon monoxide maintenance areas and operating predominately in the ozone nonattainment and/or carbon monoxide maintenance area. These areas include Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, and Jefferson counties, and part of Larimer, Weld, El Paso, Teller counties. Click here to view a map of the program boundaries.

Charge Ahead Colorado Grant -Electric Vehicle Supply Equipment (EVSE)
Charge Ahead Colorado provides incentives for electric vehicles and charging stations across Colorado. Entities within the Northern Colorado Clean Cities Coalition Area (the area north of I-70 minus the 7 county Denver metro area) are eligible for charging station funding through the CEO.  Funding has been expanded from just local governments and landlords to state agencies, public universities, public transit agencies, private non-profit corporations, and for-profit corporations.  Several rounds of funding will be open per year.  

NEW:
Charge Ahead Colorado will now fund up to $16,000 for Level III chargers that incorporate both the CHAdeMO and SAE standards, and $13,000 for chargers that can only accommodate one of the two standards. Charge Ahead Colorado will continue to provide up to $6,260 for dual-cord Level II chargers and up to $3,260 for single-cord Level II chargers. 

APPLICANTS IN THESE LOCATIONS IN WELD COUNTY ARE NOW ELIGIBLE FOR FUNDING FOR ELECTRIC VEHICLES FROM THE RAQC: 80623 (Gilcrest), 80642 (Hudson), 80651 (Platteville), 80621 (Fort Lupton).  The incentive level for electric vehicles remains 80% of the incremental cost up to $8,260 per vehicle.


*Eligible applicants include only those organizations that are excluded from the Colorado state tax credit. 
*The CEO provides funding to the entirety of Weld County for EV Charging Stations

Department of Local Affairs (DOLA) - Alternative Fuels Initiative
Funds public entities for three types of projects:
  • Buy-downs of alternative fuel vehicles (electric, propane, CNG)
  • Fueling stations that benefit local government fleets
  • Other alternative fuel ideas such as methane capture
  • Maintenance facility upgrades
Three grant cycles per year:  April 1, August 1 and December 1

This grant also provides incremental funding for alt fuel vehicle purchases and the installation of refueling infrastructure statewide for public entities.

-NEW!!! HB 16-1332 modifies and simplifies EV and alt fuel vehicle tax incentives passed on May 4, 2016 and goes into effect Jan 2017:
HB 16-1332
  • Fixes a specified dollar amount for the income tax credits for motor vehicles and trucks instead of requiring the taxpayer to calculate the income tax credit using formulas based on a specified percentage of the actual cost incurred or battery size; 
  • Distinguishes between purchases and leases of a motor vehicle or truck in fixing the values of the income tax credits;
  • Requires a lessee to enter into a lease with a term of not less than 2 years to qualify for the income tax credit on or after January 1, 2017; 
  • Removes the income tax credit for the purchase or lease of light duty passenger motor vehicle diesel-electric hybrids and light duty passenger motor vehicle, light duty, truck, and medium duty truck diesel-electric hybrid conversions;
  • Makes all used motor vehicles and trucks ineligible for the credits;
  • Allows a taxpayer to assign the income tax credit to a financing entity and thus forfeit the right to claim the tax credit on the taxpayer's tax return in exchange for the full nominal value of the income tax credit, minus an administrative fee not to exceed $150;
  • Requires the taxpayer claiming an income tax credit on or after January 1, 2017, to provide the department of revenue with the motor vehicle's or truck's vehicle identification number;  and
  • Requires the department of revenue to commence tracking the vehicle identification number of the motor vehicle or truck for which a credit is claimed.

PROPANE EDUCATION COUNCIL QUICK-CONNECT NOZZLE INCENTIVE PROGRAM

WHO IS ELIGIBLE FOR THE INCENTIVE? 
Rebates are available to U.S. propane retailers who upgrade existing equipment used by propane autogas fleet customers. New autogas refueling sites are not eligible. 

FUNDING AMOUNTS?
- $50 per tank side connector replaced
- $500 per hose end connector replaced. 
- Limit 25 tank side connectors and two hose end connectors per fleet. 
- Limit $40,000 per propane company per year.

Alternative Fuel Infrastructure Tax Credit

NOTE: This incentive originally expired on December 31, 2013, but was retroactively extended through December 31, 2016, by H.R. 2029(PDF).

Fueling equipment for natural gas, liquefied petroleum gas (propane), liquefied hydrogen, electricity, E85, or diesel fuel blends containing a minimum of 20% biodiesel installed between January 1, 2015, and December 31, 2016, is eligible for a tax credit of 30% of the cost, not to exceed $30,000. Permitting and inspection fees are not included in covered expenses. Fueling station owners who install qualified equipment at multiple sites are allowed to use the credit towards each location. Consumers who purchased qualified residential fueling equipment prior to December 31, 2016, may receive a tax credit of up to $1,000. Unused credits that qualify as general business tax credits, as defined by the Internal Revenue Service (IRS), may be carried backward one year and carried forward 20 years. Colorado Electric Vehicle Market Implementation Study  
The Colorado Energy Office has released the Electric Vehicle Market Implementation Study that provides recommendations to advance the growth of the electric vehicle (EV) market in Colorado. The recommendations create a framework to further develop policy, program and partnership opportunities and facilitate EV adoption in Colorado. The study was prepared by BCS, Inc., with input from the Regional Air Quality Council.

USDA Biofuels Infrastructure Partnership
U.S. Department of Agriculture (USDA) will invest up to $100 million in a Biofuels Infrastructure Partnership to support the infrastructure needed to make more renewable fuel options available to American consumers. Specifically, USDA will administer competitive grants to match funding for state-led efforts to test and evaluate innovative and comprehensive approaches to market higher blends of renewable fuel, such as E15 and E85. States that are able to provide greater than a one-to-one ratio in funding will receive higher consideration.

Clean Agriculture USA
Clean Agriculture USA is a voluntary program that promotes the reduction of diesel exhaust emissions from agricultural equipment and vehicles by encouraging proper operations and maintenance by farmers, ranchers, and agribusinesses, use of emissions-reducing technologies, and use of cleaner fuels. Clean Agriculture USA is part of the U.S. Environmental Protection Agency's National Clean Diesel Campaign, which offers funding for clean diesel agricultural equipment projects.
